Massey-Romer Medical Marijuana Bill Introduced
Romer and Massey push new Colorado Medical Marijuana regulation bill.
Another piece of legislation was unveiled to further regulate and define the state of medical marijuana in Colorado. This bill is latest incarnation of Tom Massey's 'Law enforcement bill' and has sponsorship on both sides:

The bill appears to be borrowing a few plays from the California implementation of medical marijuana including a new push for a non-profit status for dispensaries which would now be called 'centers.'
- Colorado medical marijuana Patients would have three options:
- Grow their own
- Choose one caregiver.
- Buy from a licensed center.
- Caregivers can only have five patients, but are not heavily regulated.
- Licensed centers would have to follow some restrictive regulations
- Non-profit (I think we just lost huge tax revenue here)
- 90% of medical marijuana grown in-house
- Can have one affiliated, licensed grower.
- Can buy 10% from another licensed center.
- Per Patient limits - 6 plants or two ounces
- Limit on total medical marijuana owned by a center.
- No on-site consumption.
- No new dispensaries and 18 months to re-organize into licensed centers.
- Cities could easily ban centers locally
- Doctors could operate on-site, but could not receive any compensation by a center.
- Independent growers could no longer sell to multiple centers.
- New limitations on how centers could advertise with signs or media.
